Free-Nets: Public Computing Before the Web
A free-net was a community computer network open to the public before the commercial internet. Cleveland ran the first; Houston followed in the 1990s.
A free-net was a community computer network that gave ordinary people dial-up access to email, local forums, chat and public information, usually for free or for the price of a local call. Users reached it with a modem from a home computer, a library terminal or a school lab, and the system was run by a hospital, a university, a library or a volunteer group rather than by a telephone company. The model spread across the United States in the late 1980s and early 1990s, before commercial online services and the web took over the same ground.
01What was a free-net and how did people use one?
A free-net was a time-sharing computer with public dial-in lines, organized around menus rather than around a graphical desktop. The software that most of them ran, FreePort, was written for Cleveland State University and later shared with other sites. A caller connected, typed a name and password, and landed in a main menu: electronic mail, Usenet newsgroups, local discussion boards, chat rooms, a community calendar, government documents, library catalogs, weather, and text files on health, law and social services.
Use was practical and local. A resident of a mid-sized city could send email to a neighbor who had no account anywhere else, ask a question in a neighborhood forum, read meeting minutes from the city council, look up a clinic's hours, or leave a message for a librarian. Because the system was text-based and slow by later standards, people wrote in short paragraphs and read carefully. Many free-nets also served as the first internet on-ramp in their area: once a user had an account, telnet, FTP and, later, a text browser opened the wider network. 02Which was the first community computer network open to the public?
The Cleveland Free-Net is generally credited as the first free, open community computer network. It began in 1984 as an electronic bulletin board called St. Silicon's Hospital and Information Dispensary, operated at Case Western Reserve University by Dr. Tom Grundner, and it grew into a full public system with dial-in access, local forums and a hospital-news service. Cleveland State University later hosted it, and the FreePort software it used was distributed to other cities.
That sequence matters because it set the pattern: a university or medical institution provided the machine and the network connection, volunteers and librarians provided the content and the support, and the public paid nothing beyond the phone call. The National Public Telecomputing Network, founded in 1986, tried to spread the model nationally by chartering new free-nets and sharing software and procedures. Dozens of cities joined, from Youngstown to Seattle, each with its own local menus and its own volunteer staff.
03Did Houston have a free community network in the 1990s?
Yes. Houston ran a free-net in the 1990s under the name Greater Houston Free-Net, organized along the same lines as Cleveland's system. It offered dial-up accounts, local discussion areas, email and community information to residents of the Houston area, and it was part of the wider NPTN family of free-nets. Like its counterparts, it depended on institutional sponsorship, volunteer labor and donated equipment, and it competed for attention with commercial dial-up providers that were arriving with faster modems and national marketing.
The Houston case is useful because it shows how the model worked outside a single university town. A large, sprawling metropolitan area with many telephone exchanges and many school districts needed more than one host and more than one group of volunteers. The free-net became a shared civic address for questions that had no other online home: bus routes, clinic schedules, neighborhood meetings, and the small daily exchanges that later moved to mailing lists and web forums.
04How did a free-net differ from a bulletin board or an online service?
A bulletin board system usually belonged to one person or one small group, ran on one phone line, and served a narrow circle of callers. A commercial online service such as CompuServe or America Online charged a monthly fee and offered national content. A free-net sat between them: publicly sponsored, locally governed, free at the point of use, and broad enough to include government, health, education and neighborhood life.
That public character shaped the rules. Acceptable-use policies discouraged commercial advertising. Content was organized by topic and by institution, not by a single editor's taste. Accounts were often tied to a real name and a local address, which kept discussion civil and made the system useful for civic business. When the web arrived, many free-nets added a text browser and a home page, but the menu-driven core remained, and the volunteer base began to shrink as users moved to graphical services.
05Why did the free-net model fade?
The commercial internet solved the access problem faster than volunteer organizations could. By the mid-1990s, national dial-up providers offered unlimited hours for a flat monthly fee, local telephone companies installed more lines, and web browsers made the graphical interface the default. Free-nets that had spent a decade building menus and training volunteers found themselves maintaining a text system for a public that wanted pictures, search engines and email addresses that worked everywhere.
Funding was the second pressure. Hospitals and universities that had donated machine time and staff began to count the cost. Foundations that had supported community computing moved on to the next digital-divide initiative. Some free-nets merged with library systems, some became internet service providers for a few years, and some shut down quietly. The Cleveland Free-Net itself closed in 1999, an event that marked the end of the first wave rather than the end of the idea.
06What the free-net era left behind
The free-net proved that public access could be organized locally, that libraries could serve as on-ramps, and that volunteers would staff a shared computer system if it answered real questions. Those lessons reappeared in later efforts: municipal broadband projects, community technology centers, mesh networks built by neighbors, and library programs that lend hotspots and teach basic skills. The software is gone from most machines, but the argument is not: a network is more useful when the people it serves help run it.
